TEMECULA - One lane of northbound Interstate 15 in Temecula was shut down this afternoon and was expected to remain closed throughout the night to allow crews to make emergency repairs, according to Caltrans. RIVERSIDE - The fierce winds that walloped Southern California triggered power outages and at least one fire in western Riverside County, authorities said. In Quail Valley, just south of Perris, downed electrical lines sparked a blaze at a house in the 23500 block of Kennedy Lane. Last month, San Diego Gas and Electric (SDG&E) proposed to redesign its rate structure, but was immediately reproached by the Utility Consumers’ Action Network (UCAN) for allegedly submitting what it called an “illegal” application.
