    SAN DIEGO (CNS) - The average San Diego Gas & Electic customer's bills are likely to be cut significantly -- some even halved -- in February due to a steep decline in the cost of natural gas, it was announced today. After reaching historic highs this winter due to what SDG&E called ``unprecedented market conditions in the Western United States,'' the commodity price of natural gas decreased by 68% from January's prices, from $3.45 per therm to $1.11 per therm.     Joe Naiman Village News Reporter The coronavirus quarantine closed the gym Fallbrook residents Dawood and Emma Ashe had been using to exercise, but as members of the Golf Club of California they were allowed to use the course. Initially walking only was allowed while golfing, but even after carts were permitted the couple placed their equipment in a hand cart and walked the entire course.     FALLBROOK – The FUHSD Saturday Academy’s December Spanish Language Development 1 classes created piñatas before Christmas. First, teacher Lisa Comer visited the Village News office to pick up leftover newspapers to use for the project. The students are in grades 9-12 and make flowers, stars and a variety of animal piñatas. They just finished another round of piñatas for Three Kings Day.
