    Fallbrook High School senior Hailey Drew spent the morning of November 13 at the San Diego Hall of Champions for a ceremony in which she was one of 152 San Diego County athletes who signed letters of intent to play college athletics.     The Rainbow Municipal Water District approved a consultant contract to study the amount of groundwater available to the district from the San Luis Rey Basin.
