    One year after the Lilac fire, area residents are reaching out to the people of Paradise, Calif. who are trying to recover from the Camp fire which killed at least 85 people and burned more than 18,000 buildings.     In the closest local race, Larissa Anderson won the short term (two-year) seat on the Bonsall Unified School District Board of Trustees by 39 votes over incumbent Sylvia Tucker, final results of the Nov. 6 general election revealed. Anderson, listed on the ballot as a businesswoman/education advocate, received 3,048 votes (50.32 percent). Tucker garnered 3,009 votes (49.68 percent).     SAN DIEGO – San Diego Gas and Electric has filed a request with the California Public Utilities Commission to eliminate the state-mandated high usage charge, which impacted more than 105,000 customers this past summer.
