There were many representatives of the Lodges of Southern California, Eastern Star, Rainbow Girls and friends.     East Ridge, a gated community of citizens 55 or older, has many social events at the clubhouse. There are weekly social events and special programs on important days of the year. They recently held a Christmas parade with the Fallbrook High School marching band participating. The Ladies Luncheon Group had a special program for Christmas that included collecting Toys for Tots.     The Fallbrook Public Utility District’s (FPUD) plan to tap into the Santa Margarita River took a giant leap forward Tuesday afternoon when the US House of Representatives passed a bill approving it. The bill, HR 125, passed unanimously and without controversy, as it was approved under special circumstances allowing the House to suspend the rules and approve the bill by voice vote.     FALLBROOK — On Tuesday, December 20, at approximately 11 a.m., a woman sustained what appeared to be minor to moderate injuries when she took a fall on a hiking expedition in DeLuz.
