Are FPUD directors ignorant?

The Fallbrook Public Utility District Board of Directors is at it again. Instead of exercising their status as directors and doing their homework, they have rubber-stamped another wild million-dollar spending proposal by their management disguised as a money savings project. The Board of Directors has recently increased sewer rates by over 45 percent in the past three years because of money shortages and has increased water and sewer rates in 2004 for the same reason while refusing to reduce spending.
