RE: 'Troubled Waters at Rainbow'

I have read part one of Ms. Lisa Harpole’s article on the “Troubled waters at Rainbow” and congratulate the Village News staff for reporting events which have driven Rainbow MWD to the present state of turbulence. Ms. Harpole’s investigative research and article will help the preponderance of Rainbow ratepayers understand why Rainbow has “earned” the dirty water syndrome. Mr. Ensminger, the recently displaced general manager, did make a number of attempts to rehabilitate the aging infrastructure but was constrained by the “demons within” to limit spending to “Johnson Band-Aids.” The resulting DHS findings, loss of JPIA insurance and major pipeline failures clearly support Mr. Ensminger’s position; the infrastructure is deteriorating faster than the Band-Aids can be put on.

Who is responsible? Who really defeated Proposition O? I eagerly await part two!
