Is Prop 75 advocating a double standard?

I’m puzzled! Proposition 75 requires that Union management get permission annually, from their workers, before using part of the Union dues collected to advance the election chances of politicians favorable to labor causes. Well, I’m not currently a Union member. However, when I was in a Union (Plumbers Local 8, Kansas City, MO) the Union leadership was required to get permission of the membership before they could fund political candidates.
