A water district's mission is to provide safe drinking water

The newspapers have chronicled Rainbow Municipal Water District’s recent history of being cited and fined by the Department of Health for lapses in the safety area. For a number of years, covering the open reservoirs was at the top of the Capital Improvement Projects (CIP) list. Then mysteriously it was supplanted by the Rice Canyon Distribution Main. Nobody ever came to the board meetings to complain about lack of adequate water in that area, yet we have already expended $280K on just engineering studies of the line. Now the covers are an emergency.
