Not enforcing laws leads to public safety?

Some police officials say that by enforcing federal immigration laws, Arizona will increase crime.

In other words, not enforcing laws leads to public safety and less crime? How did that ‘not enforcing’ thing work out with banking laws or the victims of Bernie Madoff? The only laws that don’t have a potential to be misused are those that are not enforced. Like immigration laws.
