Why do some communities support victims of crime and Fallbrook people don't?

I had to write this story, considering a dog in La Mesa was recently poisoned by strychnine tainted meatballs and the owner received an outpour of support from his community and communities all over the region.

Oreo, the dog, survived because he could receive medical attention. The La Mesa police responded quickly and are in a full investigation of who may have committed this act, a felony.
