What's up with the turn lane change?

Whose bright ideal was it to block one of the left turn lanes from westbound Ammunition Road to southbound South Mission Road?

Do you realize that during heavy traffic hours you’ve just cut access in half? Now the backup on Main Street will be even worse than it is already. Northbound vehicles on Main Street trying to turn left onto Ammunition will be backed up also!

Did anyone do a study on this, or was it because Caltrans had some extra white paint that had a July 1 expiration date? I’d be interested to know the story behind this major change.
