The redistricting for the San Diego County Board of Supervisors districts was approved on a 5-0 Board of Supervisors vote Sept. 6.
The plan makes minor changes in the Fifth Supervisorial District, currently represented by Bill Horn. The new District Five will have a 2010 census population of 619,992, a deviation of 0.15 percent from the target district population of 619,063. Hispanics will comprise 17.42 percent of the district's voting-age population and African-Americans will account for an additional 3.28 percent of citizens over 18.
