Chairman Horn thanks emergency responders and people of San Diego County

On Sept. 8 and 9, the biggest power outage in the history of California struck all of San Diego County and portions of Orange County. More than five million people were left without electricity for 12 hours after an Arizona Public Service employee tripped a transmission line near Yuma, Arizona. Power stations, including the San Onofre Generating Station shut down as a safety measure.
