RMWD votes to rescind Res. 07-07 based on I-15 corridor plans

The Rainbow Municipal Water District (RMWD) voted in favor of Resolution 11-15, which would rescind Resolution 07-07 that previously limited the district’s boundaries or sphere of influence during a board meeting on Oct. 25.

The board voted in favor of Resolution 11-15 with Bob Lucy, Dennis Sanford and George McManigle voting “yes,” and Gerald Walson and Jack Griffiths voting “no.”

According to the board meeting’s agenda, the board approved Res. 07-07 in 2007. Dave Seymour, the general manager for the district stated the resolution stated the district would take all action to get out of a pre-annexation agreement with Pardee that existed at the time.

“That has been completed,” he said, stating that the resolution addressed a sewer capacity expansion based on a September 2000 Master Plan, which has now been superseded.

“Since 2007 there have been several developments that have either been approved or are in the approval process that are directly adjacent to RMWD’s boundaries or even surrounded by RMWD but not actually in RMWD,” said Seymour. “Those developments want service and are working with neighboring water agencies to receive service even though it makes the most sense to get service from RMWD. If other agencies provide the service, RMWD customers would still be impacted by traffic, etc., yet we would receive none of the economic benefit of providing the service.”

It is believed that new development would help keep water and sewer rates down for the district’s existing customers.

“By not being involved in the process we have no say in the developments,” said Seymour. “By rescinding 07-07 at least it gives us the option of considering serving the developments.”

Seymour stated the board has no plans on providing service outside of its boundary, but wants to have the option off studying annexations when they

come along to determine what is best for ratepayers.
