On Dec. 13, the board of directors for the Rainbow Municipal Water District (RMWD) told representatives for the Campus Park West development that they need to have a better idea of what the ultimate project will be before they can determine whether or not the district will annex the development.
According to district general manager Dave Seymour, the board listened to a presentation by the developer for the project, and directed staff to work with the developer and county to come up with a better idea of what the ultimate project will be.
“The developer is still negotiating with the county; there are a lot of unanswered questions,” he explained. “We will continue to evaluate and analyze a possible annexation but there isn’t enough information to make an informed decision yet. The developer hopes to get more information early next year.”
Seymour stated that because the project has many variables, there is no standard timeline for it to follow.
“Zoning issues, environmental issues, and the economy all play a major role; I don’t think this project is too much different than the norm,” said Seymour. “If we do move forward with the annexation my best guess for setting meters would be about five years off, give or take a year.”
The board also asked for further information on the project’s numbers, such as how many residential dwellings and business buildings would be served in the community by the water district.
“That is one of the main things that needs to be tied down before we can continue to evaluate possible annexation,” said Seymour, who said the developer and county are talking about approximately 300 to 350 residential dwelling units plus several acres of mixed use commercial, but there are no firm numbers yet.
In addition to the potential annexation of the Campus Park West project, Seymour stated that the Palomar College satellite is already in the district’s service area, and that they will be provided with water and sewer service.
“They bought their sewer capacity from Passerelle when they acquired the property, so they are all set to go,” said Seymour.
