Where is Morro Hills HOA?

I am a resident of Morro Hills and was just wondering, does anyone know whatever happened to our homeowners association? Who is responsible for street signs/maintenance? I was told by the County Public Works Dept. that we have “private roads” therefore the homeowners are responsible.
