Questions for FPUD

It’s not often that I get to chuckle over a bill, but this one just couldn’t go unnoticed.

Fallbrook Public Utility District included on their recent bill, ‘Attention Sewer Customers Only,’ to keep sewer charges down, trim your winter water use.’

First of all, how can you be a ‘Sewer Customer Only’ if you are not, in fact, buying water to run down the sewer? Wouldn’t this make you a water and sewer customer? Secondly, the ‘Operations Charge’ listed on my bill is more than the water and sewer charges combined! What I would like to know is how do I reduce that charge?
