Red tape mires plan for benefit district downtown

Many members of the Fallbrook Revitalization Council’s Oct. 18 meeting at Fallbrook Public Utility District appeared frustrated and dismayed when they heard the proposed community benefit district some were trying to establish to revitalize and enhance the downtown business area would be mired in significant red tape at both the state and county level before being considered for implementation.
