Gregory Canyon Limited (GCL) proposes to construct a landfill that includes building a bridge across the San Luis Rey River and filling in a portion of the stream in Gregory Canyon about three miles east of Interstate 15 and two miles west of the Pala reservation. The annual trash intake would be about one million tons, for 30 years.
On Dec. 3, 1990 a Grand Jury report concluded that the Gregory Canyon site should be rejected by the county and recommended alternative sites should be found “not near or adjacent to major ground water sources). In the summer of 1994, the Gregory canyon site was rezoned a “Solid Waste Facility” by ballot known as Proposition C. After years of litigation and several EIR’s later, GCL owners continue to pursue the necessary permits to break ground on this project and opponents continue to challenge the merits of permitting another dump in San Diego County.
The Army Corps of Engineers have determined that this proposed project could result in significant environmental impacts and, therefore, requires an Environmental Impact Report Statement, or EIS.
A public hearing Jan. 31, 2013 included proponents and opponents of the project. The opportunity to respond in writing has been extended until April 15, 2013.
