FALLBROOK – For people under 65, the Affordable Care Act (ACA, also referred to as Obamacare) has brought major changes. One of these changes is the “individual mandate,” which instructs the IRS to assess a penalty on any individuals that do not have health insurance coverage for 2014 and future years.
