Drought must not be that bad

I’m writing in regards to the “declared” drought. If the drought is so bad, why is the county still issuing building permits that require a new water meter?

Fallbrook has hundreds of homes for sale and all a person need do is to buy an existing home, remodel and they have a new home.

I say to the County of San Diego, “Stop issuing water meters, until our region restores its water resources.”
