RWQCB, Army Corps of Engineers approve Morro Hills mitigation bank - Army Corps of Engineers waits on draft BEI regarding Moosa Creek Mitigation Bank

The future San Luis Rey Mitigation Bank in Morro Hills received approvals in August from both the Regional Water Quality Control Board (RWQCB) and the Army Corps of Engineers.

The RWQCB voted 5-0 Aug. 13, with Eric Anderson absent and one vacancy on the board, to approve the Clean Water Act Section 401 certification, a water quality certification which includes the establishment of conditions to return approximately 53.84 acres of agriculture farmland and modified river channel to streambed and riparian habitat.
