A 20-year-old man threatened to jump off a bridge over Interstate 15 today and prompted the CHP to shut down the southbound and carpool lanes for nearly five hours.
The threat was reported shortly after 8 a.m. and San Diego police negotiators were summoned to coax the man down from George Cooke Express Drive, which connects West Bernardo Drive to the freeway's direct access ramps, according to San Diego police.
The CHP initially shut down the southbound freeway along with the carpool lanes in both directions, but the express lanes have since been reopened, according to police and Caltrans....
