The Rainbow Municipal Water District had been allowing 65 days from the presentation of a bill until a customer’s service was terminated for non-payment. Shortly after Tom Kennedy took over as Rainbow’s general manager, he began reviewing the district’s Administrative Code and found that one section stated that termination of service may occur after a period of 65 days from the presentation of a bill but that another section indicated that the allowable period was 35 days.
