As most of you know, Governor Brown recently mandated cutbacks in water use throughout the state, with agriculture exempted. Unfortunately, the order was initially being interpreted in a way that would subject farmers receiving water from municipal or “urban” water districts to cuts not being imposed on farmers served by “agricultural” water districts.
