SAN DIEGO COUNTY – In the County of San Diego, veterans, active military and their families make up more than one-third of the population, yet they often lack the support or guidance they need to overcome their personal challenges. San Diego County Board of Supervisors chairman Bill Horn decided this year that that would change. He declared 2015 "The Year of the Veteran" and has made veteran issues a priority.
