Candidate statements would be helpful

Why are there no candidates statements for elected political office? Sometime these statements are all we ever get to know about a candidate prior to a election. I would like to have even basic information about the candidates personal positions on current issues and future legislation they see as important to them and their constituents (us).

This lack of background vetting seems to leave vague if any information accessible to the voters. I'm trying to fill out my ballot now and there are not even statements from senators to Fallbrook Planning Group.
